Hanalei Bay and Hawaii rules and regulations

Late sign up for the race so trying to catch up with the rest of you regarding preparations.

Hawaii has lots of rules and regulations for visiting yachts. I can't find a coherent list except by searching with Perplexity (and I don't completely trust its output).

Here's what I've found.
  • Apply for a temporary mooring permit from the Kuai Office of the Division of Boating and Ocean Recreation.
  • Notify Agriculture Dept on arrival for inspection
  • Clearance Customs and Border Protection seems not to be needed for US vessels with US Citizens aboard make direct passages from US Mainland
  • $500,000 in liability insurance that also covers salvage, wreck removal, pollution, and damage to docks. The State of Hawaii, Division of Boating and Ocean Recreation (DOBOR), must be listed as an additional insured or interest on the policy
What's real? What's fudged? Are the exemptions for SHTP racers?

The insurance issue is of particular concern. I realize that getting insurance for a singlehanded trans-Pacific race is impossible. I have State Farm which certainly doesn't cover the voyage but according to the policy document: " Territory. This policy applies only while the insured property is: a. within the United States of America or Canada or within 100 nautical miles of either; or ...... on trips to and from the Islands of the Bahamas......." I suppose I could ask for an endorsement naming the State of Hawaii as an additional insured, but I hate to mess with the insurance since State Farm no longer writes new policies in either CA or HI.

I sailed GWENDOLYN in 2023.
The Kauai office answered emails and took care of business via email within a day or so. Not so much telephone.
Progressive added as additional insured State of Hawaii or whatever was requested. This may be able to be done online. The Progressive telephone rep did not seem concerned about how the boat gets to HI.
I did not hear anything about Ag inspection.
Once in Hanalei, I did not have a printed copy of the permit, but I had it available on the phone. Nobody asked for it, and I did not hear of anyone asking for it for other boats.
I speculate, perhaps, this is a mechanism to enforce prevention/ removal of derelect vessels.
