Jeanne Socrates heads out again, again, again!?

For those who know Jeanne from the SHTP and may not have heard, she is out for her 4th singlehanded solo nonstop circumnavigation attempt. If completed, it will be her second successful solo non-stop, and 4th solo circumnavigation (that I know of).

Forced into Acapulco due to a halyard problem, she is now in Zihuatanejo waiting to clear customs on Monday and to restart.

She is already the oldest woman to do it. According to her website this would make her the oldest person to do it. It says "starting October 2016".
 
As with her successful non-stop circumnavigation, Jeanne will begin in Canada, north of Lat 42 as the records require. She was in San Diego at the end of June, blessed with great weather for her Bash.

Exactly what records organization requires 42 north Lucie? Where are those rules posted?
