It looks like pre-1993, “earlier standard” version.
There is a crack on the side of one of the drums, so it is possible only one is functioning.
These came to me uninstalled on a boat that has self-tailing winches, so I think these were probably the original sheet winches.
I believe they are functional, but I have never used them.
