SOLAS Flares

I am finding that meeting the current Longpac SOLAS flare requirement is not cheap. The best prices I have discovered are:

Orange Smoke $54 x 2 flares = $108
Red Handheld $18 x 4 flares = $72
Red Parachute $50 x 4 flares = $200

With tax, the total cost is over $400. Is there a better, less expensive source for SOLA flares or other USCG approved flares which will meet the offshore requirement?
 
I'd wait for the new LongPac requirements, which I understand are imminent. Guys?
 
I am pretty sure Barry Bristol would part with his from the Transpac. I recall his mentioning that awhile ago. He kept them in their original boxes. I agree, the cost is a big hit.
 
Borrow them fro last year's racers.
Selectively purchase them so that you'll have rolling expiration dates.
I recall a package deal somewhere...

Every time I pull out my tether for a night watch, I think of how much I spent those early years of racing! My first Patagonia undies are still working...from the early '90's.
